Emergency and Restoration Code: Ensuring the highest level of system security for Europe

On 24 October 2016, EU Member States in the Electricity Cross-border Committee voted positively for the Network Code on Emergency and Restoration. This code sets out harmonised rules on how to deal with emergency situations and to restore the system as efficiently and as quickly as possible. ENTSO-E welcomes the approval of the code as together with the previously voted System Operation Guideline, it will ensure the highest level of system security for Europe.

This is the seventh out of eight codes and which, subject to the EU Council and Parliament scrutiny, will be turned into a binding EU Regulation. The final code, the Electricity Balancing Guideline, is expected to be voted in early 2017.

EU network codes and guidelines are the common rules for power system operations, market and connection ensuring the system is fit for more renewables, competition and active demand. The development and implementation of EU codes involves regulators, system operators, stakeholders and the EU institutions.
