Harmonised Allocation Rules: Public Consultation and Public Workshop

ENTSO-E has launched a web-based public consultation on Harmonised Allocation Rules for long-term transmission rights and invites all interested parties to submit comments by 17 February 2017. ENTSO-E is also organising a stakeholder workshop on 3 February 2017 in Brussels to provide information about, and receive feedback on, the draft Harmonised Allocation Rules.

The current version of the Harmonised Allocation Rules (HAR) is delivered in accordance with Article 51 of Commission Regulation (EU) 2016/1719 of 26 September 2016 establishing a Guideline on Forward Capacity Allocation (FCA Regulation).

The FCA Regulation sets out rules regarding the type and quantity of transmission rights which can be allocated in forward markets, the way in which they are allocated and the way in which holders of transmission rights are compensated in case their right is curtailed. The goal is to promote the development of liquid and competitive forward markets in a coordinated way across Europe, and provide market participants with the ability to hedge their risk associated with cross-border electricity trading. The HAR belong to the major milestones in delivering this objective.

All comments on the draft HAR, on its annexes and general questions must be submitted via the ENTSO-E web consultation interface. Comments not submitted via this channel will not be considered as formal comments in this consultation. Further information on the procedure to submit comments can be found on the following page.

Comments will be assessed by ENTSO-E in case these are related to HAR main body and by relevant TSOs for the region/border in case of regional/border specific annexes – where applicable –and used to further developing and improving the HAR.

The assessment of all comments, as well as the final HAR submitted to all NRAs for approval, will be published in mid-April 2017.

Stakeholder workshop on 3 February 2017 in Brussels

ENTSO-E invites stakeholders to register for a workshop as part of the consultation on the HAR. This workshop will provide a forum for the views of various organisations impacted by the HAR and an opportunity to raise questions and clarifications.
