​​​​Article 156(11) of Commission Regulation (EU) 2017/1485 of 2 August 2017 establishing a guideline on electricity transmission system operation (SO GL) requires that, by 6 months after entry into force of SO GL, the TSOs of the Continental Europe and Nordic synchronous areas shall propose the assumptions and the methodology for a cost-benefit analysis to be conducted, in order to assess the time period required for FCR providing units or groups with limited energy reservoirs to remain available during alert state.​

The public consultation on the proposal launched on 10 January and closes on 18 February 2018.​​

​​In order to facilitate the understanding of the proposal, a stakeholder workshop will be held on 15 January at ENTSO-E premises in Brussels from 10h00 to 15h00.
