About ENTSO-E

ENTSO-E is the European Network of Transmission System Operators for Electricity. ENTSO-E coordinates the cross-border system operations, system development and electricity market activities of the 41 electricity transmission system operators (TSOs) which cover 34 countries. ENTSO-E is assigned important tasks in EU legislation, including the development of Europe-wide electricity network development plans, and of more than 10 network codes which themselves become binding European laws.

The ENTSO-E Secretariat in Brussels is the focal point for technical, market and policy questions for all European TSOs in their cooperation with each other, in their joint fulfillment of their legal mandates, and in the intensive interactions with European Commission, regulatory agencies, associations representing network users and other stakeholders. The role of the TSOs and their cooperation in ENTSO-E is crucial to ensuring security of supply; completing the largest and most competitive electricity market in the world; and successfully integrating large volumes of renewable energy into the system.

ENTSO-E applies a project-aligned method of working. This covers the business case, well-defined scope and deliverables, clear roles for decision making and controlling responsibilities and plans for resources, quality and risk management.

The scope and diversity of ENTSO-E’s work has grown rapidly, and is expected to grow further with implementation of network codes and the current challenging energy policy discussions. The regional coordination of transmission system operators has grown with the European energy transition. In the future, more coordination will take place notably to accompany the 4th industrial revolutions around digitalization.

According to the EU regulations (System Operations Guide Line) and Regional Security Coordinators (RSCs) Multilateral Agreement, there is the need for a Coordinated Short and Medium Term Adequacy Assessment Process (SMTA) and Outage Planning Coordination (OPC) at pan European level across the different RSCs.

SMTA and OPC projects are part of an overarching ENTSO-E Program called “TSOs Coordination Strategy Implementation with Regional Security Coordinators (RSCs)” (RSC Project).

ENTSO-E project has in scope to industrialize IT solutions supporting these Cross regional OPC and SMTA services.

The successful candidate will join ENTSO-E project team in charge of analysis, design, build, test and deployment of these pan European IT tools.

General position description

The successful candidate will work in the ENTSO-E Secretariat in Brussels and be part of the Secretariat’s Digital section comprise of about 20 permanent staff (including some secondments from Member TSOs). He will report directly to OPC and SMTA ICT Project Manager.

He/she will also cooperate with Secretariat’s staff across all departments in the frame of the Secretariat’s program management structure and in ENTSO-E’s efficiency-oriented project framework.

He/she will contribute to the following key activities:

  • Contribute to the analysis, design, build, test and deployment of innovative IT industry-specific solutions in support of Regional Security Coordinators processes. (RSCs Support to Operations domain in ENTSO-E Digital Section). This covers currently OPC and SMTA pan European tools industrialization project.

  • Contribute in coordination and supervision of activities between different stakeholders (internal or external):

    • TSOs and RSCs members participating in the related projects

    • 3rd party vendors involved in the delivery of the IT applications

  • Support the project manager in workshop preparations and project reporting

Limited travel abroad may be required for workshop participation.

Specific responsibilities and tasks

The specific responsibilities are linked to the Committees and Secretariat work related to the Digital section. Specific responsibilities may change over time.

Tasks related to ICT project delivery in RSCs Support to Operations domain:

  • You structure and define specific solutions and participate in the implementation of information systems. Together with relevant ENTSO-E bodies, TSO members and RSCs you help define the business requirements for IT applications. You assist the ICT project manager by organizing workshops.

  • Moreover, you translate the requirements into detailed functional designs drawing your perspectives combined with your technology, process and strategy skills. You help to define Digital technology roadmaps and solutions.

  • You also participate in transitioning the requirements to technical IT consultants or external IT system integrators and vendors, and ensure a clear and complete understanding of the requirements.

  • You coordinate and supervise activities between different stakeholders (internal or external) and act as a bridge between business and IT teams.

  • You test the functionalities enabled by the IT developers and ensure all business requirements are met;

  • You monitor, process and report project defects. You structure and define specific solutions for issues encountered and design proposed improvements. You ensure the quality of defects resolutions

  • You guarantee the quality and respect of the documentation methodology.

  • You facilitate training to enable the business representatives and support them during testing;

  • You help plan & prepare the deployment and transition to the new systems

  • You contribute to the preparation of the meetings and project status report (planning, progress status, risks,…)

  • You develop your skills in Digital technologies (big data, cybersecurity, analytics) to ensure relevance to current and new project opportunities

Profile

  • University degree in Engineering, Information Technology, or a business-related university with a strong IT affinity; 

  • Affinity with IT and passion for technology trends e.g. Big data, Cybersecurity, Cloud Integration, Analytics, Internet of Things, etc.

  • Strong sense of business: Project Management, Business acumen, stakeholder management, ideally gained in a TSO environment

  • Business process oriented;

  • Result oriented;

  • Team player;

  • Strong analytical skills and structure problem solving;

  • Ability to deliver work on time with the required quality;

  • Interest in coordination and facilitating consensus.

  • Excellent proficiency in English is mandatory, including writing and presentation skills. Additional languages are an asset;

  • Motivation to work in a multi-cultural environment and to contribute to the European Energy Union

  • Ideally previous experience in energy sector preferably in TSO system operations issues

  • Preferably experienced in one of more of the following domains:

    • Simulation and/or optimization software, ideally applied to electricity market modelling. General knowledge in network modelling would be a plus. Experience in working with complex datasets

    • Scoping and delivering technology innovation services

    • Multiple IT delivery methodologies & operating models

    • Enterprise integration solutions and offerings

    • Experience of delivering Analytics solutions

    • Different technology architectures and trends

The Secretariat is looking ideally for a secondment from a Member TSO (for which we can give advice to TSOs and candidates on financial and tax effects) and is also open to other qualified applicants.
