About ENTSO-E

ENTSO-E is the European Network of Transmission System Operators for Electricity. ENTSO-E coordinates the cross-border system operations, system development and electricity market activities of the 43 electricity transmission system operators (TSOs) which cover 36 countries. ENTSO-E was established and given legal mandates by the EU’s Third Legislative Package for the Internal Energy Market in 2009, which aims at further liberalising the gas and electricity markets in the EU; the legal mandates include the Europe-wide electricity network development plans, network co des and the transparency platform.

The ENTSO-E Secretariat in Brussels is focal point for technical, market and policy questions for all European TSOs in their cooperation with each other, in their joint fulfillment of their legal mandates, and in the intensive interactions with European Commission, regulatory agencies, associations representing network users and other stakeholders. The role of the TSOs and their cooperation in ENTSO-E is crucial to ensuring security of supply; completing the largest and most competitive electricity market in the world; and successfully introducing large volumes of renewable energy into the system. The Advisor we are seeking will contribute to ENTSO-E’s legally mandated and policy proposal work products with a special focus but not exclusively on the implementation of the market-related Guidelines (GLs) which are one by one now becoming European Regulations directly applicable in the entire EU: on Capacity Allocation and Congestion Management (CACM), on Forward Capacity Allocation (FCA), and on Electricity Balancing (EB). The role may change and involvement in other Guidelines implementation tasks may arise over the 2-year period.

The Common Grid Model program of ENTSO-E

Grid operators use mathematical simulation models of their network to simulate the grid behaviour under various, including extreme, circumstances. Results of these simulations are notably used to decide on the list of actions transmission system operators (TSOs) need to take to maintain the reliability of the grid at the least cost and impact possible for customers and stakeholders (distribution grids, generators, traders, etc.).

Up to now, each TSO has been using its own grid model. As networks become more interconnected and as European electricity markets are getting more and more integrated, there is a need to develop a common grid model of pan-European dimension. It will ease the cooperation between TSOs and will result in an even more secure and cost efficient pan- European grid. The EU has recognised the benefits that this common grid model will bring and has thus made it a legal requirement in various network codes (CACM, FCA and SO GL) that methodologies for the common grid model and generation and data provision are developed by all TSOs and submitted for approval to all regulatory authorities.   Interoperability of the exchanged data for the common grid model program All TSOs, third parties and service providers are bound to implement and use commonly agreed and compatible data exchange formats to ensure interoperability of the individual grid models that needs to be merged into a pan-European common grid model. In the common grid model context, an exchange standard based on the IEC Common Information Model (CIM) has been selected by ENTSO-E. The CIM for grid model exchange standard enables exchanges for the data necessary for regional and pan-European grid development studies, operational grid scenarios, and for future processes related to network codes.

General position description

The successful candidate will work at the ENTSO-E Secretariat in Brussels.

  • Significant travel is required.

  • Under the guidance of the Common Grid Model Program Leadership:

  • He/she will be in contact with all ENTSO-E members in order to provide guidance for the CIM implementation by ENTSO-E members

  • He/she will be leading the CIM conformity assessment of CIM based tools used by ENTSO-E members

  • He/she will also interact with other CIM subject matter experts within the industry community to Develop and maintain CIM expertise at the highest level.

  • He/she will assist to design and deliver an educational program for ensuring the implementation of CIM standards by ENTSO-E members.

Specific responsibilities and tasks

  • Under leadership of the Common Grid Model Program Management support all CGM Program design and delivery activities by providing the CIM expertise required.

  • Develop material e.g. CIM related descriptions, specifications, etc.

  • Work with other CIM SMEs to amend current version of the CIM and develop the next version.

  • Serve as ENTSO-E representative to the industry community (i.e. ENTSO-E members, RSCs, ACER, EC, other industry participants, etc.) on CIM related matters.

  • Work with other CGM Managers and contributing Projects to ensure proper CIM implementation by the members of ENTSO-E .

  • Participate in transitioning the CIM related requirements to processes and applications designers, and ensure a clear and complete understanding of those requirements.

  • Assist in translating CIM related requirements into test conditions and expected results for solutions, performance, and user acceptance testing.

  • Participate in quality management reviews, in particular reviews of the designs, prototypes and other requirements work products to ensure they fulfill the CIM related requirements.

  • Under leadership of the Common Grid Model Program Management, support the communication towards ENTSO-E members regarding CIM related topics. This support includes the actual development of material e.g. CIM related descriptions, explanations, etc.

  • Lead the CIM-based tools Conformity Assessment sessions including delivering the Assessment Report.

  • Deliver CIM-related material to support training and education efforts.

Profile

  • At least 3/5 years’ experience

  • Experience in Electrical power systems modelling

  • Strong written abilities

  • Full English proficiency (oral, written)
