About ENTSO-E

ENTSO-E is the European Network of Transmission System Operators for Electricity. ENTSO-E coordinates the cross-border system operations, system development and electricity market activities of the 42 electricity transmission system operators (TSOs) which cover 35 countries. ENTSO-E was established and given legal mandates by the EU’s Third Legislative Package for the Internal Energy Market in 2009, which aims at further liberalising the gas and electricity markets in the EU; the legal mandates include the Europe-wide electricity network development plans, network codes and the transparency platform.

The ENTSO-E Secretariat in Brussels is focal point for technical, market and policy questions for all European TSOs in their cooperation with each other, in their joint fulfillment of their legal mandates, and in the intensive interactions with European Commission, regulatory agencies, associations representing network users and other stakeholders. The role of the TSOs and their cooperation in ENTSO-E is crucial to ensuring security of supply; completing the largest and most competitive electricity market in the world; and successfully introducing large volumes of renewable energy into the system. The Advisor we are seeking will contribute to ENTSO-E’s legally mandated and policy proposal work products with a special focus but not exclusively on the implementation of the market-related Guidelines (GLs) which are one by one now becoming European Regulations directly applicable in the entire EU. The role may change and involvement in other Guidelines implementation tasks may arise.

General position description

The successful candidate will work at the ENTSO-E Secretariat in Brussels and report to the relevant Manager(s) through the Team Lead, in the Secretariat’s structure. He/she will also cooperate with Secretariat’s staff across all departments in the frame of the Secretariat’s program management structure and in ENTSO-E’s future efficiency-oriented project framework.

He/she will contribute to the Secretariat support for mainly the Market related Code Implementations ensure timely delivery of work products and policies, and ensure follow-through and implementation. Many aspects of the work products and policies involve interaction with Market Committee and the other ENTSO-E Committees, especially with System Operations and System Development.

Significant travel may be required.

Specific responsibilities and tasks

Support and leadership functions for external representation, meetings, position papers, network codes, and several ENTSO-E bodies and groups. Specific responsibilities may change over time. Depending on the candidate’s skillset and experience, some of these tasks are likely to be allocated from the following:

  • The implementation planning and coordination of the CACM and FCA Guidelines, especially for Europe-wide and certain regional implementation of requirements in the market guidelines and of aspects in operations guideline or connection network codes.

  • Contribute to the preparation of the Market Committee meetings, in cooperation with the other staff of the market section, incl. preparing agendas, session files, presentations, decisions and draft minutes.

  • Interactions with European regulators and their agency ACER, with the European Commission, at times with Members of the European Parliament, and with other stakeholders, including providing information about market and transparency issues.

  • Support for the Market Integration Working Group, with an emphasis on tasks related to the CACM and FCA Guidelines.

  • The implementation of other Guidelines may be necessary depending on their entry into force and their project planning.

  • Liaising with DSO and TSO associations including those in non-EU member states, for example, the Energy Community which covers non-EU countries in Southeast Europe.

  • Handling external relations, with stakeholders including the organisation of bi-lateral meetings, workshops and conferences, and also for internet, extranet and other communications.

Profile

  • Excellent skills and a strong interest in communication, for cooperating within the Secretariat, for supporting members in the Committees and facilitating consensus, and for explaining to Commission and regulators, stakeholders, politicians and the public the work products and positions of the TSOs.

  • Excellent writing and presentation skills in English.

  • Strong experience on implementation of projects in the energy sector including skills in project management as part of complex programmes

  • University degree in electrical engineering, economics or related.

  • At least 3-5 years relevant work experience, preferably in the TSO business or electric utilities.

  • Proven expertise in the energy sector, preferably in European electricity market integration issues. e.g. market design, integration of financial and physical power markets, transparency, congestion management, renewable energy integration.

  • Results-oriented attitude, team-player with ability to prioritise.

The Secretariat is looking ideally for a secondment from a Member TSO (for which we can give advice to TSOs and candidates on financial and tax effects) and is also open to other qualified applicants.
