About ENTSO-E

ENTSO-E is the European Network of Transmission System Operators for Electricity. ENTSO-E coordinates the cross-border system operations, system development and electricity market activities of the 43 electricity transmission system operators (TSOs) which cover 36 countries. ENTSO-E is assigned important tasks in EU legislation, including the development of Europe-wide electricity network development plans, and of more than 10 network codes which themselves become binding European laws.

The ENTSO-E Secretariat in Brussels is the focal point for technical, market and policy questions for all European TSOs in their cooperation with each other, in their joint fulfilment of their legal mandates, and in the intensive interactions with European Commission, regulatory agencies, associations representing network users and other stakeholders. The role of the TSOs and their cooperation in ENTSO-E is crucial to ensuring security of supply, completing the largest and most competitive electricity market in the world as well as successfully integrating large volumes of renewable energy into the system.

ENTSO-E applies a project-aligned method of working. This covers the business case, well-defined scope and deliverables, clear roles for decision making and controlling responsibilities and plans for resources, quality and risk management.

The scope and diversity of ENTSO-E’s work has grown rapidly and is expected to grow further with implementation of network codes and current challenging energy policy discussions.

General position description

The successful candidate will work at the ENTSO-E Secretariat, reporting to the Team Lead Market Design & Policy and to the Market Manager, while cooperating closely with other staff of the Market section in the Secretariat. He/she will also cooperate with Secretariat’s staff across all sections in the frame of the Secretariat’s program management structure, and in particular the Research and Innovation R&I Section.

He/she will mainly contribute to market design aspects of R&I projects undertaken by ENTSO-E and to other market design related activities. He/she will also contribute to the Secretariat support for the Market Committee and its working structure, ensure timely delivery of work products and policies, and ensure follow-through and implementation.

She/he will ensure timely delivery of work products, deliverables and policies aspects resulting from market design activities as well as close follow-through of relevant R&I projects. Many aspects of the work products and policies involve interaction with other stakeholders and internally in ENTSO-E especially with the Market Committee, the Research Development and Innovation Committee (RDIC), and the Digital Committee.

The successful candidate is expected to work on full time basis at ENTSO-E’s Brussels-based Secretariat for a fixed-term contract of 1 year, with a possible extension of one additional year.

The position is also open to short term secondments (6-months) from members TSOs, provided the candidate is sufficiently experienced in the relevant areas of work.

Short travels (e.g. 1-2 days per month maximum) may be required.

Specific responsibilities and tasks

The successful candidate will support ENTSO-E work on electricity market design and in particular tasks related to in R&I projects. Depending on the candidate’s skillset and experience, tasks are likely to be allocated from the following:

  • Participation to R&I Horizon 2020 projects in which ENTSO-E is a consortium partner: review of existing literature on solutions for future electricity market design, preparation of ENTSO-E positions as input to the project, representation in meetings, liaison with project partners and stakeholders, drafting of project report, internal reporting of the project progress to relevant ENTSO-E Working Groups, Committees and Board, etc.;

  • Support the organization workshops within and outside ENTSO-E community to facilitate knowledge sharing and to gather input for R&I projects;

  • Support to the Working Group Market Design and Renewables, with an emphasis on economic and regulatory aspects of demand response, distributed energy resources, TSO-DSO coordination;

  • Support dedicated ENTSO-E project teams for the drafting of methodologies related to Capacity Mechanisms as part of new legal mandates assigned by the Clean Energy Package (new Electricity Regulation) to ENTSO-E;

  • Interactions with national electricity regulators and their European agency ACER, with the European Commission, and with other European stakeholders such as DSOs, traders and generators, aggregators, customers, research community;

  • Support to the day-to-day business of the Market Section in relation to the functioning of the Market Committee and its working groups, project teams.

Profile

  • University degree in electrical engineering, economics, or related;

  • At least 2 years relevant work experience, preferably in the power system business or electric utilities combined with market experience, preferably in European context;

  • Good knowledge of electricity markets in various timeframes (forward, day-ahead, intraday and balancing), as well as of congestion management is required;

  • Knowledge of regulatory and economic aspects of integrating distributed energy resources and demand response into markets, as well as of capacity mechanisms is desirable;

  • Excellent writing and presentation skills in English;

  • Results-oriented attitude, team-player with ability to prioritise;

  • Ability to work within a multinational and multicultural professional environment.
