ENTSO-EWhile recognising that positive efforts have been made in this area, such as provisions for incentives in the regulation on guidelines for trans-European energy infrastructure and the restructuring mechanisms in the connecting Europe facility, these measures are not, in ENTSO-E’s view, sufficient to reduce risk, encourage investment and ensure that TSOs are competitive players on capital markets.
