The successful candidate will work at the ENTSO-E Secretariat in Brussels in the System Operations team which has 10 permanent staff and is supported by experts from Member TSOs and contractors as needed for specific projects. He/she will also support and work collaboratively with Secretariat staff across all departments especially the market and system development sections which also undertake regional work. Significant travel will be required.

This role is a new position dedicated to regional TSO work and will have two primary goals 1. To serve the regional bodies under the System Operations Committee (SOC) and in particular Regional Group Continental Europe (RGCE) and 2. To support key regional projects/initatives which are strategically important to ENTSO-E and System Operations especially Regional Security Coordination.

In terms of the first part of the role, the advisor will provide support to regional bodies acting as the ENTSO-E, point of contact‘ and in particular provide advisor support (develop agenda, support conveners, advise on key aspects, preparation of minutes and actions) to the RGCE and other Regional Groups/Bodies as required. In the case of the RGCE, the advisor will work in a small team with a senior advisor who supports the sub groups in RGCE and who is leading synchronisation projects.

In supporting the regional work of Network Code Implementation, the advisor will work with the Network Code Implementation Program managed by a team lead and is tasked with coordinating Network Code Implementations across all Codes. The advisor will ensure the projects under his/her responsibility provide timely reporting and escalation where needed to management attention. The initatives will include supporting Synchronous Area Framework Agreement project and Regional Security Coordinators Implementation project which are key projects under Network Code (NC) Implementation (System Operations Guideline) which are managed by Regional Groups and Steering Groups reporting to the System Operations Committee.

Specific responsibilities and tasks

The role is a key person for System Operations and Network Code Implementation Program (NCIP) of ENTSO-E providing support and leadership internally and externally including representations in meetings, developing position papers, implementation projects under network codes, and supporting key regional groups in ENTSO-E.

Specific responsibilities may change over time however the current tasks include:

  • Provide advice and support to Regional Groups as required under the System Operations Committee including providing support where necessary for working groups related to coordination of system operation initiatives and projects.

  • Provide advice and support to specific projects as required under NC Implementation Regional work related to system operational topics including Regional Security Coordinators, Synchronous Area Framework Agreements, Frequency quality, System dynamics, System protection, network modelling and other system technical aspects.

  • Improve, where appropriate, and maintain an efficient and transparent exchange of all relevant information on contents / deadlines of Regional project implementation and especially in communication to management and SOC and NCIP;

  • Working closely with the supporting sections in Secretariat such as Market, System Development, Digital, Legal, Finance, HR, Strategy and Communications, supporting effective collaboration and where relevant, identifying possible efficiency improvements.

  • Interactions with all Committees and LRG, Board, Assembly, with TSO members, with ACER, with the European Commission, at times with Members of the European Parliament, and with other stakeholders.

  • Support the manager, where needed, in handling complex technical and political issues on a regional basis

  • Contribute to the preparation of the Board and Assembly meetings, incl. preparing agendas, session files, presentations, decisions and draft minutes, tracking actions and following up to close-out actions

  • Working transversely and collaboratively with the managers, senior advisors and advisors providing guidance and direction where needed.

  • Support the implementation of best practice in project and programme management especially in complex and multi-stakeholder programmes such as Synchronous Area Agreements.

  • Demonstrate leadership and a willingness to be flexible in one’s work environment.

  • Support wider initiatives aimed at improving Association and Secretariat for the benefit of Member TSOs and Staff.

Profile

  • Technical university degree in electrical engineering or related fields including knowledge of power systems and economics with at least 5-7 years’ relevant experience post qualification.

  • Excellent communication, negotiation, influencing skills and experience in facilitating consensus and building relationships with policy makers, regulators, members of parliament and industry stakeholders,

  • Excellent writing and presentation skills in English and proven experience of writing policy/position papers.

  • Relevant work experience in TSO business with proven expertise in the energy sector, preferably in TSO system operations.

  • Proven expertise in project and program management, managing resources and assessing priorities; preferably experience in a matrix management environment with multiple competing priorities.

  • Strong organisation and coordination skills working across multiple groups and disciplines

  • Excellent interpersonal skills with a diplomatic demeanour having awareness of political sensitivities

  • Willingness to be flexible and able to undertake significant travel on a Europe-wide basis.

  • Good working knowledge of Office (Word, Excel and MS Project in particular);
