PICASSO
The Platform for the International Coordination of Automated Frequency Restoration and Stable System Operation (PICASSO) is the implementation project endorsed by all TSOs through the ENTSO-E Market Committee to establish the European platform for the exchange of balancing energy from frequency restoration reserves with automatic activation or aFRR-Platform, pursuant to Article 21 of the Commission Regulation (EU) 2017/2195 of 23 November 2017 establishing a guideline on electricity balancing (EB GL).
Main targets of the project
The main targets of the project are:
- Design, implement and operate an aFRR-Platform compliant with the approved versions of the EB GL, SO GL and CACM, as well as other regulations.
- Enhancing economic and technical efficiency within the limits of system security.
- Integrating the European aFRR markets while respecting the TSO-TSO model.
KPI
Key Performance Indicators of Implementation and Operation of the aFRR-Platform
According to the Article 13.1 of the Annex I to the ACER Decision on the Implementation framework for aFRR Platform, all member TSOs shall monitor, evaluate and report on the key performance indicators of implementation and operation of the aFRR-Platform at least on a yearly basis. The common report shall be published by ENTSO-E on its website and reported to regulatory authorities.
