Since 2018, ENTSO-E and ENTSOG have been developing joint scenarios for their respective Ten-Year Network Development Plans (TYNDP). Due to the importance of the TYNDP scenarios for European infrastructure planning, the scenarios benefit from thorough and inclusive stakeholder engagement.

Article 12(3) of Regulation 2022/869 (TEN-E Regulation) of 30 May 2022 specifies that ENTSO-E and ENTSOG ‘shall invite the organisations representing all relevant stakeholders […] to participate in the scenarios development process, in particular on key elements such as assumptions and how they are reflected in the scenarios data. ACER’s Framework Guidelines on the joint TYNDP scenarios states that ENTSO-E and ENTSOG should create a stakeholder reference group. It adds that a call for interest should target stakeholders listed in Article 12(3) of the TEN-E Regulation and other relevant organisations and independent experts. With this call for interest, and the proposed draft Terms of Reference (ToRs), ENTSOG and ENTSO-E initiate the creation of the independent Scenarios ETAG.

The Scenarios ETAG aims at providing timely, expert input to the development of scenarios by ENTSO-E and ENTSOG in accordance with the scenario development timeline. It is not meant to replace other stakeholder engagement methods (including public consultations, stakeholder events and bilateral discussions) but to complement them.

ENTSO-E and ENTSOG invite interested stakeholders with relevant expertise and a good technical understanding of scenario building or modelling to submit their application to join the Scenarios ETAG by 5 June 2023 via the online application form. Interested stakeholders are invited to read the requirements for membership specified in the draft ToRs, section 3.1.1.

The ToR also includes details on the maximum number of representatives per group, as well as outlining the objectives of the Scenarios ETAG. EU Member States, the European Commission, ACER and the European Scientific Advisory Board on Climate Change may nominate Observer members to the Scenarios ETAG. To nominate an Observer member, please fill in the online form.

For any question on the Scenarios ETAG, please contact Alexander Kättlitz and Nalan Buyuk.

Editorial notes

  • The European Network of Transmission System Operators for Gas (ENTSOG) was founded in line with Regulation (EC) 715/2009 and has played a key role in facilitating integration of the European gas markets, ensuring technical interoperability and providing security of supply by gas infrastructure planning. Looking forward, ENTSOG is contributing to the net-zero decarbonisation by 2050, in particular, by the integration of renewable and low carbon gases via future-proof gas transmission pipelines, in line with the EU energy and climate goals. More information on ENTSOG can be found on our website – www.entsog.eu or contact info@entsog.eu.
  • ENTSO-E, the European Network of Transmission System Operators for Electricity, is the association for the cooperation of the European transmission system operators (TSOs). The 39 member TSOs, representing 35 countries, are responsible for the secure and coordinated operation of Europe’s electricity system, the largest interconnected electrical grid in the world. In addition to its core, historical role in technical cooperation, ENTSO-E is also the common voice of TSOs – www.entsoe.eu.
