European Methodology for the Analysis by TSOs and DSOs of the national flexibility needs

Background

In accordance with Article 19e of the (EU) 2019/943 which entered into force with the (EU) 2024/1724, Electricity Market Design Reform (EMDR), DSO Entity and ENTSO-E have been entrusted to define the data type, the data format, and the methodology for the analysis of the flexibility needs (Flexibility Needs Assessment Methodology or FNA methodology) that each electricity distribution system operators (DSOs) transmission system operators (TSOs) will provide their national regulatory authority or designated authority or entity.

DSO Entity and ENTSO-E established a joint task force to carry out their legal mandate by the 17 of April 2025, while engaging with key stakeholders.

DSO Entity and ENTSO-E jointly submitted the data types, data formats and methodology for the analysis of the flexibility needs to ACER on the 16th of April 2025. ACER has the task of approving or amending the methodology by 16th of July 2025

Stakeholder engagement and events

A stakeholder group involving 13 relevant organisations was created to (1) identify priorities for the methodology, (2) present methodology proposals and (3) gather feedback on the proposals made.

The discussions with the stakeholder group were facilitated in workshops spread in time to discuss progress and proposals.

The engagement group is composed by the following organisations: the European Commission’s Directorate for Energy, the Agency for the Cooperation of Energy Regulators (ACER), Joint Research Center (JRC), the International Federation of Industrial Energy Consumers (IFIEC) Europe, Eurelectric, Smarten, the European Association for Storage of Energy, Solar Power Europe, Wind Europe, Hydrogen Europe, the Electric Power Research Institute (EPRI), Climate Action Network (CAN) Europe, E3G.
